§ 1-10. Effect of repeal of ordinances or local law.
(a)
The repeal of an ordinance or local law shall not revive any ordinance or local law in force before or at the time the ordinance or local law repealed took effect.
(b)
The repeal of an ordinance or local law shall not affect any punishment or penalty incurred before the repeal took effect, nor any suit, prosecution or proceeding pending at the time of the repeal, for an offense committed or cause of action arising under the ordinance or local law repealed.
